He was born at St Pancras in London on the 22nd of October 1924 the son of Alan Gordon MacDougall, publisher, and Ernesteen Phillipa (nee Palmer) of 7 Colosseum Terrace, Albany Street, London.

He was educated at the Junior King's School from May 1936 and at the King's School Canterbury from September 1937 to July 1940 where he was in Lattergate waiting house and in Meister Omers.

He joined the Royal Navy and spent some time at sea before entering HMS King Alfred, an officer training establishment based at Lancing College in Sussex.

He died from injuries caused when he fell from a window at 91 Cromwell Road, Hove.

His brother, 2nd Lieutenant Peter Norbert MacDougall (OKS) Argyll and Sutherland Highlanders, died of wounds on the 8th of May 1942.
