Stephen Lungley Queree Phillips was born on the 26th of December 1932 the son of the Reverend Frederick Hugh Phillips MA, Vicar of Tisbury, and Vera Rebecca (nee Hony) Phillips of St John's House, Park Road, Tisbury in Wiltshire.

He was educated at Lancing College where he was in Sandersons House from September 1946 to December 1950. He achieved his School Certificate in July 1949. He gained a Life Saving Award of Merit in July 1950 and won House Colours for Swimming. He served as a Corporal in the Combined Cade Force where he achieved Certificate A in March 1949.

n leaving school he enlisted in the Royal Navy and was appointed as a Midshipman the Fleet Air Arm in 1951. He was granted the rank of Lieutenant, on a short service commission, on the 29th of August 1955. He served at HMS Seahawk, the Royal Naval Air Station at Culdrose in Cornwall.

On the 5th of November 1957 he was involved in a motor accident in Cornwall from which he died of his injuries.
