Stephen Lungley Queree Phillips was born on the 26th of December 1932 the son of the Reverend Frederick Hugh Phillips MA, Vicar of Tisbury, and Vera Rebecca (nee Hony) Phillips of St John's House, Park Road, Tisbury in Wiltshire.

He was educated at Lancing College from September 1946 to December 1950 where he was in Sandersons House. He achieved his School Certificate in 1949 and was a member of the Officer Training Corps where he achieved Certificate A.

He joined the Fleet Air Arm as a Midshipman in 1951 and was promoted to Lieutenant on the 29th of August 1955. He served at HMS Seahawk, Royal Naval Air Station at Culdrose in Cornwall.

On the 5th of November 1957 he was involved in a motor accident from which he died of his injuries.
